Staff Profiles

Joan Powers, Director

Joan has been with the SBDC since 1996. Prior to joining our staff, she worked in the private sector for eighteen years in the accounting department of a Fortune 1000 corporation. Joan received the SBA Syracuse District Women’s Business Champion Award for 2004 and the New York State Small Business Development Center 3rd Runner Up for Business Adviser of the Year in 2004. Joan ran our Center’s outreach center in Cortland and previously served as Assistant Director.

She received her B.A. and M.S. degree in accounting from Syracuse University.   powersj@sunyocc.edu  

Nancy Ansteth, NYS Certified Business Advisor

Nancy's career has spanned corporate, non-profit and self-employment areas of business. Her focus has been on training and counseling.  She continues to assist others in the realization of successful business ownership as well as facilitate small business classes at Onondaga SBDC. Her community activities include: bringing SBDC services to Cayuga and Seneca Counties; delivering presentations to students at the NY Chiropractic College in Seneca Falls; serving as a member of Auburn/Cayuga County SCORE; and sitting on the Cayuga-Onondaga BOCES Advisory Committee.

Michael Cartini, Business Advisor

Mike joined SBDC in October 2015 after spending over 30 years in the banking industry in CNY. Mike will be working with technology and manufacturing firms in the Central New York area through the AMTECS Program.   He serves as a board member of Christopher Community and mentors a student at Bishop Grimes HS, his alma mater. Mike is located at the Tech Garden, 235 Harrison St.

Frank Raymond Cetera, NYS Certified Business Advisor

Frank has 15 years working with sustainable systems, non-profit business management, and cooperative business entities.  Frank provides business counseling, training and assists businesses with obtaining Green certification for their operations through third-party organizations.  His office is co-located with the Northside Urban Partnership. Frank founded the NYS Cooperative Business Summit in 2012, is a member of the Near West Side Initiative's Business Association, Bitternut Housing Collective, the Syracuse Real Food Co-op, the Eat-To-Live food co-op, and a Board Member of Cooperative Federal Credit Union.  Frank is also the Board President of The Alchemical Nursery, a non-profit dedicated to "Regenerative Lifestyles & Landscapes” and a founding Steering Committee member of Syracuse Grows. Frank holds an M.S. in Sustainable Systems Science from Slippery Rock University of Pennsylvania; an M.F. in Forestry from SUNY College of Environmental Science and Forestry; and a Permaculture Design Certificate from the Hancock Permaculture Center.   ceteraf@sunyocc.edu 315.308.1372

Karen Livingston, Business Advisor

Karen will be assisting clients in Syracuse and the rural communities of Cortland County with their start-up and existing small businesses. Karen is President and CEO of Divine Renewable Energy, which specializes in photovoltaic technologies.  Karen holds a CPA license in the State of NY and is a LEED Accredited Professional for Building Design and Construction.  She received an MBA and Advanced Certificate in Sustainable Enterprise from Syracuse University, and has a Bachelor of Science degree in accounting from SUNY Fredonia. Keyona Kelly, Business Advisor

Keyona has over 18 years of experience in supporting small businesses and students in Central New York. She has been a part of admissions and academic environments within higher education administration at Syracuse University and Bryant and Stratton College, assisting students in achieving their goals of furthering their education for entrepreneurial or corporate fields. She was a business consultant with the South Side Innovation Center, an entrepreneurial incubation project of the Syracuse University Whitman School of Management. Beyond consulting, she worked as the center’s event coordinator, bringing together clients, programs, classes, networking, and other entrepreneurial awareness opportunities. Her main career goal is to work with local businesses, creating an economic impact and sense of achievement for our community, while offering guidance, assistance, and educational opportunities based on her experience, knowledge, and professional network. She primarily works with clients in Onondaga County and is located at 4926 Mulroy Hall, Onondaga Road, just off of OCC Main Campus.

Keyona earned her B.S. in Business Management with a concentration in entrepreneurship from SUNY Empire State College.

Melissa Zomro Davis, NYS Certified Business Advisor

Melissa has spent time in the field of Special Education but followed her passion to be a small business owner in the equine industry.  She sold the licensing rights to one of her businesses and is currently an insurance agent specializing in equine insurance products.  During her time as a small business owner she has gained a great deal of experience in every aspect of the day to day operations, sales, and marketing of owning a company. Melissa will provide office hours in Cazenovia offering her counseling services for start-up and existing small businesses through a wide range of networks in Western Madison County.  Her community involvement includes being on the Board of the Friends of Lorenzo and being an advisor for local IEA Equestrian teams. Melissa earned a B.S. in Social Science from Cazenovia College as well as a M.S.T. in Teaching from LeMoyne College with a certification in Special Education.   m.l.zomro@sunyocc.edu  315.498.6066

Regina Powell, Administrative Assistant

Regina has a B.F.A. from Syracuse University and is an Administrative Assistant at the Onondaga SBDC who has taken on additional responsibilities in Graphic Design. She designs, organizes and constructs a monthly newsletter utilizing Constant Contact. She also helps organize promotional flyers, brochures and postcards to promote the services of the SBDC to the community. Michelle Speach, Coordinator

Michelle is the Coordinator for the Onondaga Small Business Development Center since 2016. Her responsibilities include marketing, budgets, training/event processing and administrative components. Michelle has been active in the field of higher education since 2009, with a primary focus teaching business administration courses.
