College Utilizes Report as Framework for Moving Toward Contract Resolution

With efforts to negotiate a successor contract between Onondaga Community College and the OCC Federation of Teachers and Administrators (OCCFTA) underway since April 2008, a report from the Fact Finder appointed by the New York State Public Employment Relations Board (PERB) has been issued.

The Fact Finder's report provides an independent, neutral, third-party analysis of the major issues. It was issued in response to the union's June 2010 declaration of impasse, and briefs outlining the College's and the OCCFTA's bargaining positions were provided to the PERB Board in December.

“Throughout the collective bargaining process, the College has been and remains committed to fair wages and benefits for its employees, and, at the same time, cognizant of its fiduciary responsibility to utilize shrinking resources in ways that best serve students and fulfill the College mission. Although not every bargaining issue is addressed in the Fact Finder's report, it provides a strong framework that can be used to expeditiously settle a contract between the College and the OCCFTA. With good faith on both sides, I am confident that the Fact Finder's report will re-focus the attention of everyone on students and the quality of their educational experience at Onondaga Community College,” said OCC President Debbie L. Sydow, Ph.D.

The College’s negotiating team is immediately seeking to meet with representatives of the OCCFTA to discuss the Fact Finder’s report, with the goal of using it as a framework for finalizing a successor contract.
