I. Policy Statement
This policy governs the handling of traffic and parking violations on College property.
II. Reason for Policy
This policy is intended to prevent vehicular congestion on College premises, promote the safety of the College community, and ensure that members of the College community will be able to efficiently follow emergency procedures when necessary.

All members of the College community should be familiar with this policy.

VI. Procedures
Registration
All students, faculty and staff, whether part-time or full-time, must register their vehicles with Campus Safety and Security prior to parking on College premises. Visitors must obtain passes from Campus Safety and Security.
Vehicle and Parking Regulations
The College has promulgated the following rules in addition to any applicable provisions of the New York State Vehicle and Traffic Law and any local ordinances governing traffic and parking, all of which are incorporated by reference into this policy:
1. All vehicles operated on College premises shall be operated in a safe manner.
2. Persons wishing to park in handicapped-only parking zones must display a handicapped parking permit issued by municipal or State authorities.
3. No vehicle, whether private or official, may park in fire lanes, emergency lanes, or so as to block the movement of another vehicle or access to a fire hydrant.
4. No vehicles, including bicycles, motorcycles, rollerblades, roller skates, skateboards and scooters may be operated on pedestrian walkways. All cars must be parked in the lots designated by their registration and may not park in official or reserved spaces. Visitors must park in specially-designated visitor areas.
5. Only cars with ‘R’ parking permits will be allowed to park in the residence hall parking lots.
6. It is the obligation of the registered permit holder or student resident to advise Campus Safety when they intend to leave their vehicle on campus over breaks. At that time, Campus Safety will direct that the vehicle be moved to an area that will limit the interference with snow removal operations. All vehicles should also be properly registered and insured when on campus.
Violations and Appeals
1. Campus Safety and Security personnel will ticket vehicles that violate any of the College’s vehicle and/or parking regulations. In addition, such vehicles may be immobilized, towed and/or impounded without notice at the owner’s expense.
2. Where necessary, Campus Safety and Security personnel will contact outside authorities to assist in enforcement of the College’s vehicle and parking regulations.
3. Parking violations include but are not limited to:

- Blocking Traffic
- Blocking a Fire Lane
- Parking in the Grass/Dirt
- Parking without OCC Permit
- Parking in No Parking Spaces
- Overnight Parking
- Parking on the Roadside
- Parking in a Traffic Lane
- Parking in Visitor Only Spaces
- Parking in the Wrong Lot
- Parking on the Sidewalk/Walkway
- Parking for Longer than the Time Limit
- Parking Over the Lines/Taking Two Spaces
- Parking with Expired Temporary Permit
- Parking with Expired Handicapped Permit
- Parking with Multiple Parking Permits
- Driving on the Grass/Sidewalks
- Parking in Faculty/Staff Parking Spaces
- Parking in Motorcycle Parking Spaces
- Parking with Illegible Handicapped Tag
- Parking with Damaged Handicapped Tag
- Parking in a Space that has been Reserved
- Parking without Resident Permit
4. The College reserves the right to revoke a parking permit where the holder of the permit has engaged in repeated or serious violations of this policy or applicable law.
5. An individual who receives a sanction as described in paragraphs 3 and/or 4 above may appeal the sanction in writing. The appeal must be submitted to Campus Safety and Security no later than ten days after the date on which the sanction is assessed. The Campus Safety and Security office may affirm or modify the sanction in its discretion.
6. Fines are payable at Student Accounts within two weeks. Students with unsatisfied parking fine obligations may be subject to penalties including but not limited to withholding of transcripts or grades, denial of registration, and exclusion from graduation ceremonies.
7. The College reserves the right to refer violations of the New York State Vehicle and Traffic Law to the New York State Department of Motor Vehicles or other regulatory authorities of competent jurisdiction to the extent provided by law.
